TILF Charges: Complaint Analysis (CDCA)

Scope and Conventions

Source:
library/exploring-tilf-charges/doj-criminal-complaint.pdf
(criminal complaint + supporting FBI agent affidavit).

This memo treats the complaint/affidavit as an allegation record, not as adjudicated fact. I use these labels consistently:

[DOC]: directly stated in the source record (complaint or affidavit)

[INF]: inference from [DOC] statements (flagged as inference)

[GAP]: material missing from the record provided

Confidence tags are epistemic judgments about the strength of support in the record, not about truth.
