Phasing

A planning paradigm that divides a campaign or operation into phases to manage sequencing, resources, decision points, and transitions.
Defines phasing

Phasing is the planning paradigm that divides a campaign or operation into phases to manage sequencing, resources, decision points, and transitions.

Phases are not just time blocks. They are changes in the logic of action: what must be true, what priorities dominate, and what constraints govern.

A useful test: if you cannot describe what changes between Phase II and Phase III, the phases are decoration.
