TECHINT (technical intelligence) is intelligence derived from the collection, processing, and analysis of foreign equipment, materiel, and technology. Where HUMINT learns about the adversary through human sources and SIGINT through communications, TECHINT learns about the adversary through its physical artifacts — captured weapons, recovered equipment, exploited documents, and analyzed materials.
Subdisciplines
Foreign materiel exploitation (FME). The systematic examination of captured or recovered foreign military equipment — weapons systems, vehicles, communications gear, protective equipment, improvised explosive devices. FME reveals the adversary’s technical capabilities, manufacturing methods, supply chains, and doctrinal employment. During the Cold War, the acquisition and analysis of Soviet equipment (often obtained from Middle Eastern battlefields or through defectors) was a major TECHINT mission.
Scientific and technical intelligence (S&TI). The broader assessment of foreign scientific and technological capabilities — nuclear programs, missile development, chemical and biological weapons, advanced military technology. S&TI supports proliferation assessment and arms control verification. The Department of Energy’s intelligence component and the national laboratories are primary S&TI producers for nuclear weapons intelligence.
Document and media exploitation (DOMEX). The processing, translation, and analysis of captured documents, electronic media, and other non-materiel artifacts. DOMEX can reveal organizational structures, operational plans, financial networks, and personnel identities that other collection disciplines cannot access. In counterterrorism and counterinsurgency operations, DOMEX from raids on adversary facilities has produced some of the most actionable intelligence available.
Tactical application
At the tactical level, TECHINT directly supports force protection and operational effectiveness:
- IED exploitation. Analysis of improvised explosive devices in Iraq and Afghanistan revealed manufacturing signatures, supply chain patterns, and tactical employment methods that enabled countermeasure development and network targeting
- Weapons analysis. Ballistic analysis, serial number tracking, and materials analysis of recovered weapons can identify supply routes, state sponsors, and manufacturing origins
- Communications equipment. Exploitation of captured communications devices reveals adversary networks, contacts, and operational patterns
Intelligence production
TECHINT products include:
- Technical assessments of foreign weapons systems and their capabilities
- Vulnerability assessments identifying weaknesses in adversary equipment that friendly forces can exploit
- Countermeasure recommendations based on understanding adversary technical capabilities
- Trend analysis tracking the evolution of adversary technology (e.g., IED sophistication over time)
