In large formations, command is not a lone leader making decisions; it is a system in which staffs collect inputs, produce shared operational pictures, generate options, and maintain coordination through rhythms and standardized artifacts.
Staffs are not neutral. The staff process shapes what becomes visible to the commander, which options appear feasible, and which risks are treated as acceptable.
