Crisis ordinariness, as theorized by Lauren Berlant in Cruel Optimism (2011), names the condition in which crisis does not arrive as a rupture but persists as the ordinary texture of life. Berlant argues that what is commonly called “crisis” — economic precarity, health deterioration, environmental degradation — is often not an interruption of normal functioning but its ongoing operation. The language of crisis implies a before and after, a stable state disrupted and eventually restored. Crisis ordinariness refuses that framing: the instability is the condition, not the exception.
Berlant traces how people and institutions adapt to this persistence through affective and procedural means. Habituation, attrition, slow wearing-down — these are not failures to respond to crisis but modes of living within it. The impasse, rather than the event, becomes the characteristic experience of contemporary political life. People develop attachments, routines, and coping strategies that allow them to endure conditions that are, by any structural measure, untenable. These adaptations are not signs of resilience but symptoms of the normalization of harm.
emsenn uses the concept in “Governing by confusion” to describe how systems and subjects adjust to ongoing constraint. The tariff cycle of April 2025 did not produce a crisis that was then resolved — it activated boundary maintenance procedures in response to an input that briefly exposed the limits already structuring system behavior. The response was not recovery but recalibration: the system processed its own near-failure as ordinary operation. Crisis ordinariness names the condition in which this processing is itself the mode of governance.
