A compliance artifact is a cultural practice that has been adopted by an institution not for its community function but for its credentialing value — its capacity to demonstrate institutional character, satisfy regulatory expectations, or strengthen an evidentiary position.

The compliance artifact is the end product of evidentiary credentialing. Once a legal proceeding establishes that a practice signals institutional good faith, institutions across the relevant sector adopt it as a compliance measure. The practice is performed because not performing it creates institutional vulnerability — not because a community needs it, not because it serves a function the institution values on its own terms, but because the legal formatting has established it as expected.

The defining feature of a compliance artifact is the gap between its institutional function and its community function. A zine produced by an NGO’s communications department may be physically indistinguishable from a zine produced by a community collective. But its function is different: it demonstrates the institution’s character to external evaluators (funders, courts, accreditors) rather than serving the communicative needs of a community. The form is the same; the function has migrated from community use to institutional display.

Compliance artifacts proliferate because they are cheap relative to the institutional risk they mitigate. Producing a community publication costs far less than defending an institution’s character in court without one. This cost-benefit asymmetry drives rapid adoption across sectors, creating the homogenization effect identified in the curricula: institutions in the same sector produce similar compliance artifacts, and the range of institutional practice narrows.
