Robert Jervis’s Perception and Misperception in International Politics (1976) established the theoretical foundation for understanding how intelligence analysts and decision-makers systematically misread adversary behavior — not through negligence or incompetence but through the normal operation of human cognition under conditions of uncertainty and threat. Where Roberta Wohlstetter’s signal-to-noise framework addressed the problem of recognizing relevant information, Jervis addressed the deeper problem of interpreting it correctly once recognized.
Jervis drew on cognitive psychology to demonstrate that decision-makers do not process information neutrally. They assimilate new evidence to existing beliefs (cognitive consistency), overweight information that arrives first (anchoring), see patterns in random events (illusory correlation), and assume that adversary actions are more centralized and intentional than they actually are (the fundamental attribution error applied to states). These are not individual failings correctable by better training; they are structural features of how human minds handle complexity under time pressure. The implication for intelligence is severe: even perfect collection and honest analysis cannot guarantee accurate assessment, because the cognitive apparatus through which analysts interpret information introduces systematic distortions.
Mirror-imaging — the tendency to assume the adversary thinks as one would in their position — is the most frequently discussed of these distortions in intelligence practice, but Jervis showed it to be one instance of a broader pattern. Analysts also commit the opposite error, assuming adversaries are more different from oneself than they actually are (a form of stereotyping that is equally distorting). They systematically overestimate the coherence of adversary behavior, treating uncoordinated actions by different bureaucratic actors as elements of a unified strategy. They confuse the adversary’s capabilities with intentions, reasoning backward from what the adversary could do to what it must intend. Each of these errors has produced specific intelligence failures: the assumption of Soviet strategic coherence during the Cold War, the assumption of Iraqi deceptive intent during the WMD debate, the assumption of rational deterrability applied to actors operating from different strategic logics.
Jervis also demonstrated that these cognitive biases operate at the organizational level. Intelligence agencies develop institutional beliefs — conceptual frameworks that structure how incoming information is processed — and these frameworks are resistant to disconfirming evidence. The Israeli kontzeptzia before the Yom Kippur War (the institutional belief that Egypt would not attack without long-range air capability) functioned not as a testable hypothesis but as an interpretive framework that caused analysts to explain away contradictory evidence rather than revise the framework. Jervis called this “premature cognitive closure”: once an explanation is accepted, the threshold for revising it becomes higher than the threshold for accepting it was in the first place.
The discipline’s response to Jervis has been the development of structured analytic techniques — analysis of competing hypotheses, red teaming, devil’s advocacy, key assumptions checks — designed to force analysts to consider alternatives that their cognitive biases would otherwise suppress. Richards Heuer’s Psychology of Intelligence Analysis (1999) translated Jervis’s academic framework into practical tradecraft, producing a generation of analysts trained to distrust their own intuitions. Whether these techniques actually reduce bias or merely create a procedural overlay on unchanged cognitive processes remains contested; Jervis himself remained skeptical that awareness of bias reliably corrects for it.
