Mirror-imaging is the cognitive error of assuming the adversary thinks, values, and decides as the analyst would in the same situation. It projects the analyst’s own rationality, cultural assumptions, and strategic logic onto an adversary who may operate under different constraints, priorities, and decision-making frameworks.
Mirror-imaging is one of the most persistent failures in intelligence analysis. An analyst who assumes the adversary would not attack because the costs outweigh the benefits — by the analyst’s reckoning — may miss preparations for an attack the adversary considers rational under different calculations. An analyst who assumes organizational structures mirror their own may misinterpret order of battle data. The error is difficult to detect because it is invisible from within: the analyst’s own framework appears self-evidently correct.
The intelligence cycle is vulnerable to mirror-imaging at the analysis phase, where processed information is interpreted through the analyst’s assumptions about adversary behavior. Structured analytic techniques — analysis of competing hypotheses, red teaming, devil’s advocacy — attempt to mitigate this bias by forcing analysts to articulate and challenge their assumptions, with mixed results.

The danger is not that the analyst projects the wrong strategy onto the adversary but that the concept of “strategy” does not apply, and yet the analyst cannot help but see one.
