Dual power is the strategy of building alternative institutions that meet real needs outside the state and capitalism. Instead of trying to capture existing power structures or reform them from within, dual power creates a parallel infrastructure — food systems, mutual aid networks, conflict resolution processes, cooperative economies, community health care, autonomous education — that operates on its own logic alongside and against the dominant order.

The idea is that domination persists partly because people depend on the institutions that dominate them. You obey the employer because you depend on wages. You obey the state because you depend on its infrastructure, its currency, its documents. Dual power addresses this dependency directly: by building alternatives that meet the same needs without hierarchy, it reduces the material basis for obedience. If your food comes from a community garden and a mutual aid network rather than from a supermarket supplied by wage labor, the employer’s authority over you is weaker — not because you have argued against it but because you no longer depend on it.

Dual power is distinct from both reform and insurrection. Reform accepts existing institutions and tries to change them from within — but the institutions constrain what changes are possible, and reforms that threaten the institution’s power are systematically blocked. Insurrection targets existing institutions for destruction — but destroying the state or capitalism without building alternatives leaves people with unmet needs and creates the conditions for new hierarchies to emerge. Dual power creates: it builds the new world in the shell of the old, so that when the old structures fail or are dismantled, something is already in place.

Contemporary examples include the Zapatista autonomous municipalities in Chiapas, Mexico, which provide education, health care, and governance outside the Mexican state. Cooperation Jackson in Mississippi builds cooperative enterprises and community land trusts as an alternative economic infrastructure. Indigenous land defense camps that provide food, shelter, and governance through traditional structures are dual power in practice. Community bail funds, tenant unions, copwatch programs, free clinics, and community-controlled schools are all forms of dual power — institutions that meet needs the state claims to meet, without the hierarchy, coercion, and dependency the state requires.

Dual power is prefigurative politics as sustained infrastructure. It is not a demonstration or a protest — it is the actual construction of non-hierarchical institutions that people use in their daily lives.
